CSS Alignment

i have another query i know one of my friends also has on his website. When the content loads like the menu loads fine, then the header etc is fine, the news loads then once it loads all down the page the scrollbar loads in at the last minute and pushes the website up like 2mm (all the alignment and space is the same just the delay in the scroll bar loading it looks horrible everytime you go on a page and it does it.

www.killersarequiet.com, you load the website, it loads fine, then after a while the news is loaded and the scrollbar like pushes it up, i mean how can i make it so it doesn't do this! maybe something in the css? or i need to change around the css tags that hold the .css files in.?
