I'm thinking around low $xxx and well worth developing.

I am gonna suggest that this domain is closer to reg fee. possibly somewhere in the $xx range.

I honestly think it would be difficult to find someone wanting to pay into the xxx for this name. It is just a brandable

This is precisely the sort of domain that will always be worth reg and more often than not, will eventually be let to drop. Loose adjectives are (almost always) the worst possible modifier in any domain.

Is this domain worth any more than ShabbyHotels.com or DisgustingHotels.com, both available for reg? No.

Are there already a number of sites that offer precisely this sort of functionality?
Absolutely.

Now, if you had "badhotels.com", that would be another story...
