I like it but there are alot of issues with this including Privacy Issues. Most states currently use a system called Court Connect for background checks via the web and the police already have a system in place they access via a laptop from within their patrol cars so it was have to end-user targeted and I am not sure how many people would do background checks via a cellphone.

This is what I would do:

I would develop a basic demo using Court Connect to gather data.
Package it as a service for patrol officers in major metro areas where they can access records, images, and other data to help identify people while walking the beat. There are over 10,000 officers who walk in NYC daily so you have a large market from an ASP perspective.

Then hire a really good sales team and license it to the NYC police Dept. for $5.00 a user per month. You can also splice in other details as notes, etc, and it would basically be a Criminal Content Management System.

I see this as one of those name that really has no "mobile" purpose. If .mobi really takes off then this could be good.

I disagree with you. I'm exactly sute how large the market is, but a friend of mine runs a very large landscape business. Besides his hourly employee's he uses day labor as well. Some of his contracts are with daycare companies, school's, church's (most have daycare during the week) etc. He told me that his contracts won't allow him to use people that have been convicted sex offenders and certain other crimes at these type's of jobs. It would be a nice feature if when he was using day laborers he could do an immediate search before he picked them up.

I'm sure there are other situations that this would come in handy, but as I said it might not be a large business but might be worth tinkering with.

This is pretty well along the same line of thinking I have about this domain.
I am Looking forward to sitting down soon and developing a useful solution. Unless of course i get a nice offer :) but there is no shortage of domains needing developement
