I am looking for something like cardoffers.com, but without the fees. They want $30 per-month and few $100s for the start-up fee.

CardOffers is the closest you're gonna get to a free credit card website. You can join their affiliate program for free. Once you've joined, they have scripts which you can simply copy and paste to your website. They do however require that you own an established website. Otherwise, you'll have to pay for them to create a website for you.
