Creating a New Website Buzz - Ideas? Thoughts?

I am in process of starting a new website which will house mostly images and links and not much or any content for advertisers. So far few folks whom I have spoken with feel that it is pretty cool idea. In the meantime, while it is under development/design, etc., how can I start to create a buzz about it? Besides having free online advertisers, it will have paid advertisers, which I think once they see the concept will jump on board. However, for that to happen, I want to create online buzz for small shops as well as big shops (par say).

Is submitted to newsgroup a good idea? If so, do you recommend any good sites?

Same for Press Release. How does one do press release? Have an article on your site, but whom do you send it out to others for story to be picked up?

You can use social bookmarking sites to spread the word.

You can use prweb.com or sites like this to publish PR.

You can submit articles to top article directories and etc

But should you not wait till the site is complete? Above promotion will work mostly is your site is finished/online.
