Question:
If a company has a trademark and their exact matching domain name, for example, CapitalRecords.com, would it be a trademark infringement to have capital.records?

Short answer: Yes.

Proving it, likely different story. But it wouldn't be a giant hurdle. Is it a famous mark, is there bad faith, etc.

These are my opinions.

As you know, you can't trademark a domain name. Yet.

If your developing it with a purpose besides what they promote, no.

If your advertising the domain for sale, yes.
