Cool Savings is descriptive, it couldn't be TM'ed in relation to savings in the same way Windows couldn't be trademarked for selling windows.
The guy who owns CoolSavings.com has tried to trademark his name by trademarking the phrase "CoolSavings Coupon Manager" in relation to coupon printing.

If you wanted to let users print coupons, he might have something to say about it but I think he'd lose any legal challenge. It's like whoever owns sex.com trying to trademark sex for "Internet code that displays photographs" and then taking every porn site to Court for trademark infringement.
Also, if I was developing a Cool Savings web site in an alternative extension, I would object to the registered trademark sign after CoolSavings and before .com at the bottom of the main page of CoolSavings.com because that's not what the guy really trademarked. The logo at the top of the page has a tiny dot opposite Coolsavings which I think is supposed to be a registered trademark but again, I don't think that would be upheld by a Court if challenged.
I think the guy who owns CoolSavings.com would pay you alot more than the valuations stated here. He is clearly very concerned about similarly named sites otherwise he wouldn't have gone to such lengths as trademarking "Coolsavings Coupon Manager" which in my view offers very limited protection. Email the owner and offer them CoolSavings.info for $1,500 (the cost of taking you to the UDRP). You might get lucky.
Value wise wholesale I'd say $10-$25. Obviously, it you didn't have the Cool bit in front of Savings.info it would be be worth millions of dollars.
