According, wikipedia (http://en.wikipedia.org/wiki/.cn) '.cn' is a valid country code TLD for China. This means you registrar something like 'example.cn'

Also, China has many second level country code TLDs like co.cn, edu.cn, ac.cn, etc.

Are there any restrictions in place to stop the same name from being registared in the '.cn' or second level ccTLD?

For example could someone reg 'www.edu.cn'(www .edu + .cn) and 'www.edu.cn'(www + .edu.cn)? This would cause collisions in domain names?

it's very simple. NO!
since there is .edu.cn you cant register edu.cn ...

Basically, every domain you register wit <>.cn would result in a second level domain (theoretically)... just to make it understandable.

every second level domain there is, like co.TLD org.TLD mil.TLD edu.TLD etc.. the acronyms before the .TLD cannot be registered, cause they are already unavailable but used as a second level TLD.

hope u got it:)

.edu are meant for educational institutions and they are generally not allowed for registration.
Regarding other second level extensions Yes, you are free to register any extension as far as it doesn't violate any trademark or so.
Thanks
