I want to build one web to provide legal resources/directory information focusing on Chinese Law Firms and Lawyers for Foreigners in China. Right now, I have 2 domains:

ChinaLegalOnline.com
Legal.cn

Which should I market and brand? Which do you think is better? I really can not decide, .com or .cn?

Is Legal popular or suitable for this purpose in English contries? I know it is not as popular as Law for domains in China.

Could you give me your appraisals on ChinaLegalOnline.com? or could you suggest me better choices, substitures, or suggestions for a new .com?

Your assistance would be much appreciated. Thanks a lot in advance.

firstly ,you should know who you are to serve for.and think for who will come to visit your site.
in practially 'legal' is a popular word within the law,now chinese are familiar with
english!

I would recommend ChinaLegalOnline.com, as .com is certainly better than .cn for branding and marketing purposes. Also for a website providing legal resources/directory information focusing on Chinese Law Firms and Lawyers for Foreigners in China, this name sounds more suitable.

I like Legal.cn
I also think Legal.cn has higher value.
But you could use both so you have both .cn and .com

Foreigners in China - are they from China? never. .COM would be common to all. I prefer t o go with .COM

I recommend you use legal.cn too. As a matter of fact, .cn is getting huge attention within China now compared to 2 years ago. So you should brand the legal.cn and just park or forward the .com to the same site.
If the foreigners are doing business in China, they are already prepared to visit a .cn site regularly.
Besides, legal.cn is shorter, more brandable and professional.

First of all I would like to say that both domains are are pretty good.
Tho, Legal.cn is in my opinion a better domain name.
(it could never hurt to redirect ChinaLegalOnline.com also to legal.cn)

I would only suggest you that when you are making the website
you should provide extra time at the logo. Try to make it somehow
clear in the domain name that the tld is .cn.
(for e.g. http://www.theppcparkingguide.com/logo.jpg as you
can see I included the .com to the logo/main name so that people
will remember that)

Good suggestion.
I always highlight my non-dotcom extension in all my logos. Just to prevent of traffic loss as much as I can.

Legal.cn is a much better and much more memorable name than ChineseLegalOnline.com - I, personally, would go with Legal.cn - it is short, memorable and a one-word, valuable name.

legal.cn is a very powerful name for your business objective and deserves full development.

Chinalegalonline.com is clunky. dump it. You don't need it. You already have a diamond.
