I made a proxy design for myself and ended up not needing it.

The proxy is fully coded in HTML & CSS. I has the script PHProxy, that is widely used among proxies. I have a preview posted that is the fully-working template.

What will I [seller] get:

Highest bid or BIN here transfered to my PayPal account.

What will you [buyer] get:

* Fully grouped & layered .psd file.
* .HTML File (W3C Valid)
* .CSS File (W3C Valid)
* All files (PHP) needed for script
* A few minor changes if required (Text change, banner placement, etc.)
* Full rights
* Re-sale rights
* 100% Unique design

Preview
Coded, fully functional preview: RSProxy
Image preview: RSProxy

Bids
Starting Bid: $10
Increments: $5
BIN: $50 <-- Old price. Now only $45, OBO

I will keep you posted on offers from other forums.

I learned css at w3schools.com. It's a great place to learn stuff, they teach you valid code and everything.

Sure, glad to be a help. It's also a great place to learn anything else coding/programming-related, like html or PHP.
