CMS that has link sharing

Hi I'm looking for a CMS that has a sharing link plugin/script. It should allow users to able to share their links by submitting links and wait for the admin to approve them and it automatically gets added to the link collection. Not a cms, but a good script you can easily use and merge with a cms.
