I've been using an enom $8.95 reseller account for sometime, was wondering if it is possible to get an account with a better rate?

Like $7.95?

I know there are people selling $7.45 accounts for like $150 to $200 or so, but this is beyond my budget.

Enom has basically three classes of resellers:

1. ETP ("Enom Technology Partner") - top level reseller which costs the equivalent of 1000 domain years to buy into for a reg price of $7.45

2. Reseller Account under one of the above - The best price you can get offered direct from the reseller is a little under $9.00. I offer resellers under my account $8.88 pricing. Some resellers offering lower prices like $7.95 charge the lowest price they can set and then rebate back a portion from their commission account. However, commission accounts don't pay until 90 days after a transaction.

3. Grandfathered Reseller account -There are some old grandfathered reseller accounts under another account that had the ETP equivalent pricing that was originally offered years ago. These are generally the accounts you see resold and traded. They get the same price normally as the ETP reseller above them as long as that reseller want to continue offering that price. I also have one of these accounts and on the price increase last fall, but ETP above that raised the price to $7.55, or $.10 above the price of my own ETP account. I don't know if that was by choice or a requirement. I still maintain the account since it has customers under mine, but use my top level account for my own domains.

Do the math. If a $7.45 account costs you $200 to get, and you now have an account at $8.95, the difference is $1.50. Divide the $200 by the $1.50 savings, and you have to register or renew about 134 domains to break even. If you register/renew less than that, you are better off where you are. If significantly over that, buy in. If you can get an account for $150, the break even is 100 registrations.
