I've tried quite a few but I'm wondering. Which IRC Chat script (java/php) do you think is the best ? It needs to connect to a regular IRC Network.

There is no php script which connects remote irc servers
But there is a cgi one if it is ok for you:

works good. but if you target hundreds of users at the same time, you need a powerfull system
