I got an email from networksolutions and certifiedofferservice.com to buy an domain.
It does not require me to login to my netsol account, it simply has links to certifiedofferservice.com's offer page.

Is this legit?

Yep, that is legit! You can check Whois.sc about a domain if you even hold question about it also...

Getting an offer that way from NSI, is Many Times likely to be an End User! It cost $19.95 PLUS 5% (i think it's 5%, could be 10%) of the accepted offer price for the buyer to use it!

It is just any phisher can send you an email and ask to click to phish you since there is no login required. I am not comfortable to just provide my info to an email. Anyway it is nice to know certifiedofferservice.com is legit.
