You need to find someone with a WILDWESTDOMAINS (WWD) Reseller - and ask for a reduced account.

I think a few members here have them to offer. I got one from someone over a year ago , And I think I only pay around 15$ for .cc's now. Most other domains are no cheaper than many other sites - but for .cc - its the best I've found.
