I'm unsure that .CC's can be purchased for "cheap", or at least that I'm aware of. Hopefully other members can more accurately comment on the matter. In the meantime, here is some more information about the ".CC", as well as a link to the main Registry:

I think OnlineNIC (www.onlinenic.com) is the right place for you (.cc, Paypal).

But the procedure of becoming a reseller is a bit longer, and you need to prepay at least 80$ (which you can spend on domains).

Namecheap.com is $28.88

I'm pretty sure they take paypal, I registered mine at enic.cc for $50 year last September.

As gromy said, NameCheap is probably your best bet at 28.88, and yes they do take PayPal. I will be offering .CCs for even cheaper than that, but it will be at least a week before my site is ready and fully tested (I'll take PayPal too). Good luck!
