Can we register .EDU or .EDU.ccTLD domains?

Ok, I know that only fully nationally post-secondary institutions can register a .EDU domain in the USA.

But I heard that in some countries it IS possible to register a .EDU.ccTLD without the requirements of the USA.

Is that true?
If so, which countries?
Any registrant with another residency/citizenship can register it?
Are there any affordable/recommended registrars in your opinion?

A quick search on my part didn't turn up anything, but I am somewhat confused why pros did not offer the information but rather highlited his having it?
