I believe you can do it through Godaddy for the .eu

but the .ca is a different thing
You might find this helpful, not sure if there is
anything specific about the backorders, but either way
you have to meet these requirements.

You CAN try to get a .ca as an non-Canadian or as someone unable to meet the other residency requirements but it is a risk. Many good .ca's drop that were owned by those that couldn't meet the requirements. I suspect there are thousands of such registrations and some may never get caught.

It's better to do it on the up and up though. So many Americans and Canadians live on other side of their respective borders - do you have any family or friends in Canada that could do it for you?
