Only Canadians residents or Canadian citizens living abroad can register .ca domains, as well as Canadian companies.

Stupid rules, I agree, but those are the rules.

If you have family or friends or anyone you know and trust you can contact them and use there address on your CIRA application. Unlike other ccTLD's .ca is extremely strict on there policy and making sure only Canadian businesses register .ca's. Which is why you will see LLL.ca's and Extremely high value keywords drop almost daily from false whois information.

As for registering them, there are a few options. NamesPro.ca (BC Based) has the best system I have ever used. NetFirms.ca has the cheapest, also a good register.

If you use there address, make sure you tell them so they don't get an letter in the mail and start screaming lol.

Also there are a few .ca registrars that will act as a thrid party to people from US, UK, parts of Europe, and Aus. Meaning, they will supply there address and register it for you.

What about domainsatcost.ca? How is their service?

They seem to be a lower-cost .ca registrar.

I agree with Steve, especially about Namespro.ca
they are great.
but I do believe the Canadian party has to be the one
to register the CIRA account (which is created upon domain purchase)
there is emails to reply to (at least from Namespro/CIRA and again, only on
creation of the first time setup of the account) You will get a CIRA number. After you have established a valid CIRA account, you are able to purchase domains normally.
Geesh, they are pretty sticky eh?

DomainsAtCost.ca was also a good registrar I have a few there. They don't take paypal and they don't charge for tax. A bonus (no tax), but I like my paypal.

I still think they have abit high prices, but there system for managing is very nice and clean.
