The fact that you have a specific plan for it is awesome. I don't know anything about the Bronx but the name seems solid to me with lots of possibilities, I like it a lot. I will leave a dollar value appraisal of the domain alone to more experienced domainers but with good development I could imagine it being worth at least $xxxx to an end user, more if it has revenue or traffic.

Don't develop it.
There are many car dealers in the bronx with sites already.
They don't need your site (and you don't sell cars there).
Put it in auction.
Then, notify all the dealers where they can bid on it.
I sold a domain similar to NissanBoston.com for $800.
End users approached me and offered $150.
I countered with $800 and they agreed.

Wow, thanks Dev, I will contact car dealers and hopefully toss it to end buyer. You are right, there are a ton of car dealers in the Bronx.
