These are the rules stated:

a. Exact Budget - Specify a definitive budget range for each domain or in bulk.
i. e.g. $15,000 - $20,000 USD for 4 domains (in bulk) or $5,000 per domain name.
ii. Vague, trading, brokering, “unlimited,” or $0 budgets are not permitted per Marketplace rules.

Based on this, it seems that you are required to say $1000 for x number of domains or $x for 1 domain.
By saying that you have up to $1000 to spend so just send me the names and prices, you're not being specific.

I'll go ahead and keep my BB accepted and published names, but just pointing out

Really $100?? Are you kidding? BB average sale price is 3000$ per domain and you are looking to buy it for just 100$.. It is a joke.

Why is it a joke? People regularly post BB accepted/listed names for $100 and under.

in fact, most of them sell for much less than 100$, lately I see them sell in 35-50$ range on here. You have to remember that BB accepted doesn't mean sold, it might sell in 3 years, in 5 or never sell.
