I can see what your plan is, and can see why it could in some ways be a good idea, but I also see some issues:

1. Speaking personally, and I imagine MANY people would agree, I wouldn't want my blood details publicly and globally available on some website, especially owned by a non-official body - and that's not including making my contact details globally available. Spam is rife enough... And location? No chance.
   
2. Who monitors the data to ensure accuracy for it to be of use in a medical emergency?
   
3. While the database may be there with everyone and their blood type in the world stored, how would it be used? A hospital wouldn't use it to find a match and rush to the person's house and ask if they are willing to give blood. There is red tape, disease checks to make, etc etc
4. No-one is out there likely wanting to make this website happen, so as for a "domain name value" I don't think the idea is particularly great, unless you do it yourself, but then see 1,2,3 above

I think a better project would be to just have info about blood types and groups, the different ones, rare ones, helpful info about knowing your own and carrying a blood card if you have a rare type, etc etc.
Also, as domain name sales value, .info don't raise much price unless premium single keyword (or rare end user with a project, but even then it would be highly sought after keywords).

I agree with this. I can also imagine that this can become kind of marketing page, where detailed information about various blood groups would be available, and in addition it would contain some ads from companies producing plasma, or some other blood products. Many people prior blood donations/sale will want to google some basic information about blood, etc, so if developed well, this site can generate lot of traffic and adds sales. IMO USD 2-10K- if well presented/developed with some good amount of traffic after 1 year.
