Seems to me a great way to employ the otherwise "unemployable", the stay at home moms and dads, or those too old to serve in other government programs such as the military, would be to employ them as part of a federally funded "Civilian Internet Corps".
As such, the Civilian Internet Corps could be entrusted to "blog for America" and post affirming messages everywhere espousing and promoting American policy and friendship, both foreign and domestic. Kind of a Peace Corps or Vista for the Internet.
