Newbie question

Can someone register a generic domain name and then create a a web page for that domain whose only content is a statement that this domain is for sale and how to make an offer? Are there any regulations that
prohibit this such as cybersquatting or other?

This is perfectly legal! Millions of domains have got this!

As long as you dont infringe on somebodies trademark in the domain name, you can put more or less what you want on your website - including a for sale sign!

Another alternative would be to park it at somewhere like sedo - they will do it all for you and you may also earn some money if there is traffic running through the domain - do a search here for the following:-

sedo
parking
fabulous

and you will find numerous threads outlining how to go about this

Parking is probably the best option for you in my opinion. The page is made for you! In most cases the link/ads on there are relevant to the category your domain falls in so you don't really have to do anything.

Sure you can do that. In fact, you should!
Don't leave the domain empty. Put something on it even if it is just your contact info :talk:

You could even go one step further - create a logo for the domain, perhaps even a catchy slogan. Show that the domain means something and others will see it to.
