Yeah they're actually different things! Authoring software is more for creating content, like courses or presentations, think PowerPoint or Adobe Captivate. You don't really need to know how to code. Web development software is what developers use to actually build websites, VS Code, WebStorm, that kind of thing, where you're writing HTML, CSS, JavaScript etc. They can overlap a bit when you publish authoring content online, but they're built for pretty different purposes.
