Why do I think so?
A letter's quality depends on its usage, and how many end users are available who might be interested in the name. Look up a list of Fortune 500 companies. A very large proportion of them (I think 70-80 odd) have names beginning with A - which makes A a very desirable letter because it increases the probability that some large company might buy the name off you for a large amount.
Not many companies have names beginning with Z or Y. This reduces your probability of selling to an end user. Hence these aren't premium letters.

If "J" is premium, it is one of the least premium of the bunch.

premium is whatever the markets demand the most of for a particular context (usually acronyms or "initialisms" for LLL & LLLL though "premium" would likely be different for LLLL.de or LLLL.cn etc)
from the 1990 us census -> http://www.census.gov/genealogy/names/names_files.html
about 3% of (USA) last names begin with J (think "Jones", "Johnson", etc) ... Also close to 3% begin with F, but less than begin with J - for whatever that's worth ... both a bit less than "average" but respectable in that dimension. (J ranks 12th, F ranks 14th)
Compare with 'H' (ranks 5th) well over 6% of US last names begin with H (at least the ones that were recorded in the 1990 census data, some likely sample bias there but could be that a similar bias is also reflected in people likely to form corporations / buy domain names based on their own initials)
But remember this is just one dimension for estimating "pool of potential buyers" - if looking at acronyms rather than "initialisms" then need to tally dictionary words ... This needs some more careful analysis as well - for instance, there are a lot of "words" apparently beginning with 'u' by virtue of the prefix "un" ... (though 'u' is not considered a premium letter in most contexts anyway, just an example of why one should take a closer look at what is actually behind the numbers).
