Anyone speaking Russian here? (Translation wanted)

Can anyone who reads Russian translate this briefly?

Does this mean basically that the .com.ru ccTLD is terminated for good, suspended temporarily, or is this message actually telling when new registrations will take place?
I was wondering why the registration forms were removed from the RIPN.net website, this may be the answer but my Russian is extremely limited (as in: few words and phrases and that's it) ... Guess they may want to cancel the .com.ru extention and only focus on expanding the .RU penetration in the internet world?

it's an old article (2005) but it says that due to "DoS attack" on com.ru registrations (140,000 simultaneous attempts) they have decided to make new rules etc.

And com.ru registration is TEMPORARILY CLOSED until a solution is made...

But that dates from 2005... Three years further and still no new registrations ?! Or is there another article on www.cctld.ru or www.ripn.net stating registrations are taking place again? Can anyone do a quick check?

Both sides have an English section but it is extremely limited and more than half of the Russian site content is simply not translated. The English version is so limited that most of the news messages are missing and only available in Russian.

I did quite a search in this subject, seems though com.ru is still closed for registrations, I tried registering a few name sin one registrar and it didn't let me...
