Anchor Link not working in IE...sort of

Hi,
I'm having a problem with anchor links in IE.
The page is question is - http://no_url_shorteners/35zoac
The list on the top are supposed to link to anchors lower in the page but they don't appear to be working.
On the other hand the anchor links lower in the page (the TOP Arrow) work.
If someone can help me out here that would be great.

* Groups
* Language Based Skills
* Business Skills
* Coaching
* Exams
If so, they seem to be working fine for me. :tu:
In FireFox and Internet Explorer.

I am talking about them but unfortunately they are not working fine for me in IE.
Are you using IE7?

I suspected IE7 would work fine. Anyway the solution of IE6 was to put something inside the tags. Thanks for the advice.
