If that is your complete qualification, NO. You have to have a legitimate US connection such as a US based business, US tax ID, legal residence in the US, etc.
Do people without nexus get away with it? Yes, but maybe not for long. They have been cracking down on improper registrations and are seeking a new registry operator to further tighten the rules as well as market better to US Citizens.
You might be okay, but anyone could file a nexus dispute against you to have the name revoked, or the registry may do so itself if you can't prove good US nexus credentials.
