My site has a traffic rank of around 800k and gets around 12k unique visitors a month. The thing about Alexa rank is not that many people have the tool bar so the results can be off. Interesting to look at the rankings but they must be looked at realizing they may have flaws.

I wouldn't say that. It may also mean that it's not that old. It takes time to move up the ranks. How old is it?

If the site is newer(Less then 5 months old) the Alexa ranking may not be completely accurate. You will want to look at the one week average to see if there is a big difference between that and the 3 month average. Also, is it a website or just a domain name? If it is a website I would ask to see the stats. It is always interesting to see where the majority of the visitors are coming from.

A PR2 is bad? At least there is a page rank!
One of my most active sites has just over 200,000 Alexa
and just went from PR1 to PR2 - Hell, I'm excited!

pr2 isn't anything to brag about, but it's not bad either.

as for the 2mil alexa; one of my sites with a 2mil alexa gets about 3k monthly uniques, although as mentioned above, it all depends on who has the toolbar installed.

The alexa rank isn't too good but alexa rank is hardly reliable anyway, so even when you see a lower number its not always that reliable.

After googles recent changes and lowering of PR of many types of sites, some high PR, i would become less focused on PR, PR2 is better than nothing, but more important things to take into account in general than PR.

You can't say a low alexa rank equals a high quality site.

You should judge it on traffic stats (Alexa isn't too accurate for traffic stats), PageRank (2 is alright) and also things like the following the site may have (etc).

Sorry to say that your site may be a subdomain of a much bigger site that it was linked to.
If you check Alexa click on the graph and see what the website is called. If it your site congrats!! But most likley it will be some other site your site was linked to. Alexa cant tell the difference so it gives the same stats to your site as the main one.
