I'm not sure what "kind" of affiliate program your seeking, however, this one might fit the bill. I've not used them personally, so I can not *recommend* them, but I did notice that they can & do pay commissions into a paypal acct.

If you're looking to run your own affiliate program, both CJ.COM and ClickXchange.Com will work with paypal. Both require a good sized investment, but you get access to a lot of affiliates.

You can use an open source one from hotscripts to make an affiliate program. I forgot what site though.
