AdSense - Is there a way to stop AdWords ads?

So one of my sites has slowed down with adsense this week, and when I looked, there was a big banner at the top "Get $75 Free Advertising Try Google AdWords" Now when relevant ads show on the site, it does a lot better. Is there a filter to ask G to not put adwords as the top banner of the three I have on the page?

I am ignorant to this stuff, so this might seem like a pretty dumb question, but that's my level right now in regards to adsense.

You can't control which ad displays where, but you can block advertisers -

From your account interface (new version), "Allow and Block Ads" from the top left. Then block the advertiser(s) URL(s).

So I can block google all together?

That seems to work, but do they penalize for this, I mean, do they tell you somewhere that this goes against the TOS?
