A Little Help with CSS

A couple NPs up for the answer to this issue, I have a feeling it's an easy one.

I'm trying to convert http://www.ffkl.com/index.htm to CSS and so far have this: http://www.ffkl.com/cssweb/index.htm

I've tweaked it so it looks okay in IE, but in Firefox the background still stops so that when you scroll down you don't see the background.

Also, how do I get the footer to appear at the very bottom of the page?...not just below the content?

I'm on a Mac so I can't check in Internet Explorer, but I don't see any difference in the way the background is displayed in either Firefox or Safari. Could you be a bit more precise?

Sure, here are some screenshots (both taken after scrolling all the way to the bottom, then you can see the issue). The firefox screenshot is at the top, the IE at the bottom, you'll notice in Firefox that the content background stops at the scrollable area.
