I doubt it'll go higher than $15,000, reserve is probably some really high amount and the owner just wanted to see what it would fetch.

I don't think it's that strange. It might be jointly owned by two people, or by one person who has residences on both sides of the line. Blaine, WA is only about 5 minutes drive from the Canadian border, after all.
