Unless a domain is valued over 1K, I'm usually always for development as long as the name is good, as this one is. My advice is to develop this as a guide for NYC with Affiliate Links (CPA) for Travel Agencies, Luggage etc.

I have a few associates who own similar domains with travel guides and are making in the seven figures a year 100% from CPA networks. They don't even have a single cpc ad. Obviously they have been around for a while, though this is a good name and with some development and seo work you will have good traffic.
