Sorry for asking, but what do you mean by developed in this case? In your scenario development only lifts the value from low xx to mid xx.
In my layman's view it can be developed to attain any value you wish it to get depending on the contents and marketing dollars.
Google would have been a worthless name if it was not used to develop the world leading search engine site.
So, that is the reason why I have difficulties in seeing the sense of giving a developed value. Or am I wrong?
