I posted this separately before but now I'm serious about an appraisal. How much without development? I dont mind developing it, but how should I develop it? Build it with forums? message board? CMS support? How much with development?

If I developed it into a full CMS site with nice layout, etc. think I could get low $XXX for it closer to election time? If so it would be worth it for me.
