I am new to domain sells and buys.how I know that domain is mine when I buy them? DO I need to reset thier whois or do something else to make it be mine.

Kate, you need to ask the seller where the domain(s) are registered. You will then need to open an account at the same registrar (opening accounts are normally free at the majority of registrars).

When you open an account, other people can 'push' domains into your account when you buy them.

You have full control over the WHOIS info from your account.
