question How exactly does domain "Preregistration" work?

Hello. I recently read in a thread somewhere in NP that Preregistration can go to auction? is that right? so if you pay for a preregistration? you can end up losing it if someone else bids and it goes to auction? is that right? that sucks! hope this is not true. is it?
