2+ Domains, 1 public_html: Indexing Issues?

I've been using Hostgator for years. I think I'm closing on 8 or 9 now. Out of 12 or so of the large hosts I've tried (shared hosting) I found that my initial host, HG, was still the one to go. :)

Godaddy for hosting is a bad idea, in my experience. Slow, slow servers, uptime decent but still worse than Hostgator's.

Is it OK to have 2 accounts at GoDaddy?

There is that 60 days limit for transferring domains from one registrar to another, but a push is merely an intra-registrar move, so the limit won't apply.

Or maybe find a friend who can host him for free. :) If that's not an option, I think I would look at what nearlyfreespeech.net has to offer. I've never used them, but I've always been intrigued by their pretty unique billing system: pay for what you use shared hosting.

Getting back your domain once it expires might be quite expensive as well. Maybe you can find a prepaid VOIP card, or use Skype to make that phone call. Both solutions should make calling to the US somewhat affordable.

Could cpanel be outdated?

From what I see in my control panel, Justhost is using cPanel Version 11.26.20. (You can see it if you expand the Stats menu.) It may be that for whatever reason, the pages don't load completely for you, or maybe Java is not working properly on the computer you're using.
