There should be more consequences for complainants with frivolous claims that result in a finding of RDNHs.

Specifically, they should be made to pay the respondents' attorney fees and some damages for wasting the time of the panel and the respondent.

For instance, this company's excuse for filing a silly claim was that their attorney was too sick to read a letter from the respondent explaining the frivolity of the case.

Nuisance like this will not stop unless they are hit where it hurts: right in their finances.

In EU you have the English rule, which forces the losing party to pay for all the legal fees.

In the US I think you have to sue for damages.
