well, the idea behing the PR is that its google's own ranking - the way the bot sees the sites and rates them. lots of things influence PR - most of which external links.
the way it was originally thought to be is that a site which is potentially interesting (design/content/or whatsoever) will be linked to from other people/sites - in this sense they are voting for the site.
The domain does not necessarily has to be developed to get PR - but since this one was working sime time ago - it still has good links. Its all about external linking to the site.
Domains with good PR are very worthy for SEO guys - but do not mean much for regular customers seeking a domain name to start a business with. But if you have a domain name and want to have it positioned well - just ask your SEO expert what would he prefer - a brand new domain or a PR4 domain that has been there for two years...? Guess what he says :D

you are forgetting one thing - the domain itself is registered for another 8 years... So if you take the regular $8,95 for a year - its just $71,6 for the name until it expires? And where are the links, where is the PR???

it has to be worth more i guess...
