I've got a few different offers on this domain, with $1,500 being the most. Should I sell at this price, wait for a bigger offer to come in, or develop Xbox360Forums.com?

Take the $1500. I am one of the those offers and I don't think undeveloped you can get much more than that. Also the longer you wait I think the less it's worth. As it is ...the 360 domain market is cooling off. Most 360 names have been registered and found a home. Those wishing to have a 360 site have got their desired names.

Unless you urgently need the cash I would go for the development option.

Forums are pretty easy to develop, if developed well then you could be looking at thousands of unique visitors a month and a very tidy income from the site. Also the domain and the site would then be worth more than it is now.

I'd say consider that offer, for one the system hasn't been released, there is an XBox360Forum.com as well, if others have registered that same name in different extensions and offers it for sale than trying to get $1500 for your name might be a bit tougher.

At the end of a day, it's a forum domain. Forums are usually bad at making money. No more than $1k

Throw on a premade forum package (phpBB, Invision, vBulletin, or the like) with an Xbox-ish skin, build a small user-base, and sell right before its release :D You can generate some cash while you wait as you promote the developed site and would probably be valued greater in the end.
