I was thinking the same thing. Perhaps if the domain name is poor/long and has good PR he could. If you increase your budget I have a PR3 Forex domain that may interest you.

I have a PR3 on eBay right now starting at $10, no reserve. Goes until next Thurs. Feel free to discover whether you can get a PR3 for that budget.

I'd also add that a lot of the obsession with PageRank is the general human attraction to horse race positions. It's no different than presidential tracking polls or NFL passing yards.

PageRank is popular largely because it quantifies something webmasters anguish over. It assigns a number to that anguish that you can then define a goal against. Truth is, once a site hits PR2, I stop sweating it. For most local and niche topic sites, PR2 will get the job done. Even if you want to go big, PR4 will work and PR5 will rock. Everything past PR5 is just a pissing contest.
