I don't really understand, how people make appraisals here. People look at a name and then say mid xxx "undeveloped". Of course it is undeveloped. The guy wants to get the
domain name appraised, not a site. There is not even a site, there. And i wonder if these appraisers do look at search volume, advertisers volume or sales history or anything at all.
Look at recent sales data guys. Bostonjobs.net sold for 600USD. It was a net. This one is a com. So that's a plus. (actually more than a plus that's 10x generally)
The phrase "toronto jobs" has a huge volume. Google says its about 2 million searches past year. (compare this to "boston jobs" 200k searches)
There a plenty of advertisers, there is both generic quality of the domain and also brandability of the domain.
The only drawback i can see with the domain is that Canadians and Google also likes the .ca extension, as far as i know. Actually the .ca extension is developed and active.
So besides this ccTLD issue, there is the problem of market situation and liquidation. Geodomains are liquid assets enough but geo+jobs domains seem not so much liquid to me. Anyway this is not a professional appraisal and i don't want to bore you with details.
In conclusion; a good domain, the (domainer)market value should be something between 3k-4k these days. And i underline "these days".
