It is a good word keyword combo but unless you are building a bank or some other financial corporation, I don't see the viable business model around this or the brand play. Curious. What were your thoughts or intentions on registering the name?

Can be 500-3k name, but low probability of resale in 2017 - it is not super strong new gTLD combo.
Not so sure, but I think it will not be profitable investment. There are tons of alternatives in new gTLD space.

I'm not too familiar with .cash ,but I did click on the 1st thing that popped into my head which is
Raise dot cash ,which is owned by starfire holdings ,which belongs to ali zandi and connects to uniregistry and buy it now 1800,,, its so much better that your in my op ,so id say yours is 200-600 retail

I agree, raise cash would be better. Or stronger combos like get cash, easy cash, free cash etc.
Withdraw cash is just bland. Building an ATM locator website, and possibly compete with the banks doesn't sound like a great idea. There has to be better keywords in the TLD.
