I would have thought this would be a very valuable one given it's only 3 letters, but seems to be available to register:

Feel free to register btw if you like, it looks like .cn has a lot of special requirements, just wanted to understand the issues with this domain or my mistake in appraisal.

That's because I assume you are using GoDaddy which has a crappy domain availability search.

If you check with eg. Dynadot, this is what you'll get:

This would be a very valuable domain, and I even tried to go register, but it didn't work. It appears to be a glitch with GoDaddy. They actually sell domains with the "com.cn" extension, so it is most definitely not availble to register. peculiar

You might be able to register <domain>.com.cn, but not com.cn itself. It's part of the hierarchy that is in place for the .cn TLD.
