Is there a tool or search available to get all the domain names owned by a certain entitiy or individual? Sort of like a reverse whois

No, not specifically. However, there are some ways to find patial information. If you have a silver membership at domaintools.com, you can do a reverse domain search and find all domains hosted at the same IP number. As long as the person uses only one host and IP number this would give what you wanted. It could also list other persons domains who share the server.
