Which is the best PPC provider for European traffic?

I've heard Sedo and ND are the best for European traffic.

Most of our domains target the UK, Germany and France.

Which are the best PPC providers for these markets in your opinion?

I am also looking for a good Monetization company for European traffic. I have a domain parked with Sedo that gets mainly Euro traffic. I received over 300 clicks, but only made about $15 in the last 32 days ($.03/click). It would be nice if I could find a company where I could bring that RPC up to $.10-$.15 or more.

Any ideas?
