Where / How to register the following ccTLDs?

I would greatly appreciate any help on how / where to register the following ccTLDs.

I would love to register them with a registrar that is:

-cheap (who doesn't )
-fast (real time registration)
-offers an API (if possible)
-provides a local address if needed

Check out the information written in English on Gabia web site (they charge $35 for domain registration)

They say that if you do not have a local address, you can email them to ask for help.

There are a number of .kr / .co.kr registrars that charge around $11 - $17, but I haven't seen any information written in English from their web site.
